文章运用能值理论和数据包络分析方法及Tobit模型系统地研究了2004—2013年中国海洋生态经济系统发展效率。结果表明:①可更新资源能值和经济产出能值的数量级远大于不可更新资源能值、废弃物能值、生态服务能值,可更新资源和经济产出是海洋生态经济系统的核心,海洋生态经济系统运行状态逐步趋好。②2004—2013年中国海洋生态经济系统能值总投入由1.84E+24sej增至2.25E+24sej,能值总产出由1.52E+24sej增至5.55E+24sej,投入产出差距呈扩大趋势。③2004—2013年中国海洋生态经济系统处于低效率的运转状态,但中国海洋生态经济系统发展效率整体呈上升趋势,区域间海洋生态经济系统发展效率变化呈现出两极分化特征。④从空间格局上看,天津、广东、海南的海洋生态经济系统综合效率低于其他地区,海洋生态经济系统技术效率以上海为界,北方地区整体海洋生态经济系统技术效率高于南方地区,海洋生态经济系统规模效率呈高低相间的分布格局。⑤从纯技术变化、纯效率变化、规模效率变化和规模技术变化对海洋生态经济系统发展效率影响上看,纯技术变化>纯效率变化>规模技术效率变化>规模效率变化,技术进步是推动海洋生态经济系统发展效率提高的主导因素,中国海洋经济可持续发展必须注重科技资源的投入。
The paper used emergy analysis,DEA and tobit model to systematically study marine eco-economic system development efficiency from 2004 to 2013.The results show that:(1)renewable resources emergy and economic output emergy is larger than nonrenewable resources emergy,waste emergy,ecological service emergy.Renewable resources and economic output is the core of marine eco-economic system and the running state of marine eco-economic system is getting better.(2)total input emergy of Chinese marine eco-economic system increased from 1.84E+24sej to 2.25E+24 sej and total output emergy rose from1.52E+24sej to 5.55E+24sej during 2004 to 2013.The input and output gap is expanding.(3)Chinese marine eco-economic system has been in a state of low efficiency from 2004 to 2013. However,the whole development efficiency of Chinese marine eco-economic system is increasing.The development efficiency of marine eco-economic system between regionsis was polarized. (4) In term of the spatial pattern,marine eco-economic system comprehensive efficiency of Tianjin,Guangdong and Hainan is lower than other areas.Marine eco-economic system technical efficiency was high in the north of Shanghai and low in the south from an overall perspective. Marine eco-economic system scale efficiency is in the pattern of high and low adjacent distribution. (5)From the effect of pure technical change,pure efficiency change,scale efficiency change and scale technical efficiency change on marine eco-economic system development efficiency,followed by pure technical change,pure efficiency change,scale technical efficiency change ,scale efficiency change from big to small. Technological progress is the leading factor to promote the improvement of marine eco-economic system development efficiency.The sustainable development of Chinese marine economy must pay attention to the input of science and technology resources.
