摘要

从海洋资源禀赋、海洋生态环境、海洋经济发展、海洋文化建设和海洋制度管理五个层面选取29项具体指标,建立沿海城市海洋生态文明评价指标体系,通过构建BP神经网络模型,对2016年中国沿海53个地级市海洋生态文明建设水平进行测度,依据评价值大小分为高水平、较高水平、中等水平、较低水平、低水平5个等级,并对其空间分异进行分析。结果表明:①中国沿海城市海洋生态文明建设总体呈中等水平,但各地级市之间差异明显,青岛市海洋生态文明建设水平最高,唐山市海洋生态文明建设水平最低。②按省域分布来看,上海市、海南省建设水平最高,天津市、山东省为较高水平,广东省和福建省等五省为中等水平,河北省、江苏省建设水平最低。③分布于黄海海域的城市海洋生态文明建设水平明显高于其他海域。④海洋资源禀赋与海洋生态环境质量是影响海洋生态文明建设的基础因素,海洋经济发展是影响海洋生态文明建设的关键因素,海洋文化与海洋制度是影响海洋生态文明建设水平的提升因素。

Abstract

Marine ecological civilization is the stable state of dynamic equilibrium between economic and social development and ecological environment in marine area, which is the prerequisite for the coastal areas to meet the needs of regional sustainable development on the premise of respecting the ocean, complying with the ocean and protecting the ocean. This study selects 29 specific indicators from five aspects, including marine resources endowment, marine ecological environment, marine economic development, marine culture construction and marine institution management, and constructs an evaluation system for marine ecological civilization in coastal cities. Using BP neural network model to measure the marine ecological civilization construction level of 53 coastal cities in China in 2016. According to the evaluation value, it was divided into 5 levels: high level, higher level, medium level, low level and lower level, and analyzed the spatial differentiation. The results show that: 1)It is generally at medium level in marine ecological civilization construction, and the disparity is very significant, Qingdao has the highest level of marine ecological civilization, the lowest is Tangshan. 2)In terms of the provincial distribution, Shanghai and Hainan province have the highest level of marine ecological civilization construction, and Tianjin and Shandong have higher level . Guangdong, Fujian ,Zhejiang, Liaoning and Guangxi have medium level. The lowest is Hebei and Jiangsu province. 2)The construction level of the marine ecological civilization in the Yellow Sea region is obviously higher than that of the other sea areas. 3)Marine resources endowment and marine eco-environment quality are the basic factors that affect the construction of marine ecological civilization. The development of marine economy is the key factor that influences the construction of marine ecological civilization. Marine culture and marine system are the factors to enhance the level of marine ecological civilization construction.
