国土空间格局是落实国家重大战略和地方发展诉求的空间体现,也是实施国土空间用途管制、提升国土空间治理能力的基本依据和重要手段。文章基于市县级国土空间规划,在综合分析国土空间格局优化现实需求、概念内涵与学理的基础上,对优化国土空间格局的总体思路与技术流程进行了深入探究。研究发现：①优化国土空间格局是基于对各类空间要素进行空间分析后的调整,需要运用定性研究与定量研究相结合的方法,明确区域的功能定位、划定功能空间与管控边界、明确各类空间格局的优先次序。②优化国土空间格局是根据国内外发展环境的变化、国家战略的调整、区域功能定位的变化、重大基础设施建设、国土综合整治与生态修复重大工程实施等进行动态优化调整,以促使各类要素在国土空间上更加合理地分布与配置,提升国土空间开发利用的效率和均衡性,增强区域的综合实力、竞争力和可持续发展能力。
The spatial pattern of territory is the spatial embodiment of the implementation of national strategies and development demands of local government,as well as the basis for implementing the land-use control of territorial space and improving the capacity of spatial governance. According to the county-level territorial space planning and on the basis of the practical needs, conceptual connotation and academic theory of territorial space pattern optimization,this paper has carried on an in-depth exploration of the general thought and technical process of territorial space pattern optimization. It's found that: 1) The optimization of territorial space pattern is based on the adjustment of various spatial elements after the spatial analysis. It is necessary to use a combination of qualitative and quantitative research methods to clarify the functional positioning of the region,delineate functional spaces and control boundaries, and clarify the priorities of various spatial patterns. 2) Optimizing the territorial space pattern is to make dynamic optimization and adjustment according to the changes of domestic and foreign development environment,adjustments in national strategies,changes of regional functional positioning,major infrastructure construction,implementation of major projects of comprehensive land improvement and ecological restoration. The purpose of the above measures is to promote a more reasonable distribution and allocation of various elements in the territorial space,improve the efficiency and balance of the development and utilization, and enhance the comprehensive strength, competitiveness, and sustainable development ability of the regions.
