中国海洋科技与绿色发展融合关系及动态交互效应

Integration Relationship and Dynamic Interaction Effect Between Marine Science and Technology and Green Development in China

摘要

文章基于对海洋科技与海洋绿色发展的内涵界定及融合机理分析,运用改进的理想解排序法(TOPSIS)测算中国沿海11个省份的海洋科技与海洋绿色发展的综合指数,并采用融合协调相对发展度模型和面板向量自回归(PVAR)模型,实证检验了海洋科技与海洋绿色发展的融合效应及动态关系。结果表明:①中国沿海省份的海洋科技水平不断上升,逐渐形成以山东、上海、广东三地为首的北、东、南三方向的海洋科技发展核心;海洋绿色发展水平呈波动上升态势,空间分异明显。②中国沿海省份的海洋科技与海洋绿色发展在融合协调度时序上不断增长;结合相对发展度对融合协调类型划分,呈现北部海洋经济圈>东部海洋经济圈>南部海洋经济圈的梯次变化空间演变格局。③北部海洋经济圈海洋科技创新与海洋绿色发展间不存在因果关系;东部和南部海洋经济圈海洋科技创新与海洋绿色发展存在双向因果关系,海洋绿色发展对海洋科技呈现出显著正向、持续影响,海洋科技创新对海洋绿色发展呈现长期、持续、波动、滞后的影响,但总体以海洋绿色发展对海洋科技的作用为主,且两大海洋经济圈冲击效应存在较大差异。

Abstract

Based on the connotation definition of the marine science and technology and marine green development and their integration mechanism analysis,this paper uses the improved TOPSIS model to measure the composite indexes of the marine science and technology and the marine green development in 11 provincial-level regions. It analyzes the integration effect of the marine science and technology and the marine green development and their dynamic relationship by the means of the coordinated development degree model and the PVAR model. The results show that: 1) The level of the marine science and technology keeps rising,Shandong,Shanghai and Guangdong become the cores of the marine science and technology development in the north,east and south directions. The level of marine green development fluctuates and rises,showing obvious spatial differentiation. 2) The degree of integration and coordination between the marine science and technology and the marine green development is increasing continuously at the provincial level in China. Combined with the types of the integration coordination,it shows the spatial evolution pattern of the echelon changes in 11provincial-level regions,showing the spatial evolution pattern of the echelon change of the northern marine economic circle > the eastern marine economic circle > the southern marine economic circle. 3) There is no causal relationship between the marine science and technology innovation and the marine green development in the northern marine economic circle. It exists bidirectional causality between the marine science and technology innovation and the marine green development in the eastern marine economic circle and southern marine economic circle. The marine green development presents significant positive on the marine science and technology,the marine science and technology has long-term,continuous,fluctuating and lagging impact on the marine green development,but the marine green development plays more important role overall,it has quite different in the impact effect between the eastern marine economic circle and the southern marine economic circle.
