“一带一路”倡议对我国沿线重点省份入境旅游效率的影响

The Influence of the Belt and Road Initiative on the Inbound Tourism Efficiency of China's Key Provinces Along the Line

摘要

基于2008—2019年的省际面板数据,采用全局超效率SBM模型和双重差分模型,探讨了“一带一路”倡议对我国沿线重点省份入境旅游效率的影响。研究发现:①倡议提出后,沿线重点省份的入境旅游产业综合效率、纯技术效率和规模效率均呈现出上升趋势。其中,入境旅游产业规模效率长期保持较高水平,而纯技术效率水平较低导致入境旅游产业综合效率增长乏力。②“一带一路”倡议对于沿线重点省份入境旅游效率具有显著提升作用,该结论通过了稳健性检验。③“一带一路”倡议对沿线重点省份入境旅游效率的影响主要是通过宏观调控来实现的。沿线重点省份的政府部门通过宏观调控加大旅游行业投资,促进资源要素的集聚,实现入境旅游效率的提升。④“一带一路”倡议对沿线重点省份入境旅游效率的影响具有区域异质性,具体表现为对东部地区沿线重点省份的入境旅游规模效率、西部地区沿线重点省份的入境旅游综合效率与规模效率有显著促进作用,而对东北地区沿线重点省份的效率没有显著影响。文章提出如下建议:通过技术效率提升实现入境旅游产业优质发展;促进多方政策形成合力以优化入境旅游发展环境;进一步优化市场环境与扩大对外开放;政策制定充分考虑区域异质性的问题;各省发掘地方优势共同参与“一带一路”建设。

Abstract

:Based on China's provincial-level panel data from 2008 to 2019,the global super-efficiency SBM model and the difference-in-differences (DID) model are used to analyze the influence of the Belt and Road initiative on the inbound tourism efficiency of key provinces along the Belt and Road. The results show that:1) After the proposal of the initiative,the technical efficiency,pure technical efficiency and scale efficiency of the inbound tourism in key provinces along the Belt and Road show the obviously rising trends,compared with provinces which are not along the Belt and Road. The scale efficiency of the inbound tourism maintains a high level for a long term,while the pure technical efficiency is low,which results in the lack of vigor to increase the inbound tourism industrial technical efficiency. 2) The Belt and Road initiative has a significantly improving effect on the inbound tourism industrial efficiency of key provinces along the Belt and Road,this conclusion has passed the robustness test. 3) The impact of the Belt and Road Initiative on the inbound tourism efficiency of key provinces is mainly achieved by the government macro-control. Governments of key provinces adopt the ways of increasing the investment of the tourism industry and promoting the agglomeration of resource factors to achieve the improvement of inbound tourism efficiency. 4) The Belt and Road initiative has regional heterogeneity influence on the inbound tourism efficiency. Specifically,it has a significant promotion effect on scale efficiency of key provinces in eastern regions. In addition,technical efficiency and scale efficiency of key provinces in western regions are also has a significant promotion effect,while it has no significant effect on the efficiency of key provinces in northeastern region. In light of the aforesaid results,the following suggestions are made:Firstly,technological improvements should be pursued to promote quality and efficient development of inbound tourism. Secondly,multi-party forces should work together to contribute to the optimization of the inbound tourism development environment. Thirdly,policy formulation should consider regional heterogeneity. Fourthly,it should further optimize the market environment and expand the opening to the outside world. Fifthly,multi-party forces should participate in the effort to promote the implement of the Belt and Road.
