面对国际环境深刻巨变和国内发展阶段演变,都市圈作为国家城镇化战略格局中承上启下的关键空间,已经成为新时期中国参与国际竞争、引领国家发展的重要地域单元。文章在对中国都市圈发展历程进行阶段性总结的基础上,阐释了在新发展环境中都市圈面临的新价值使命,即都市圈是实现国家空间战略、推进新型城镇化的重要载体,支撑双循环发展格局、建设统一大市场的关键突破,促进产业链与供应链重组、推动协同创新的优势单元,构筑韧性发展格局、实现区域共同成长的治理联盟。最后,针对都市圈发展的现状问题和新时期战略需求,对中国都市圈规划和治理提出了若干策略建议。

Faced with profound changes in the international environment and the evolution of domestic development stage,the metropolitan area,as the key space connecting the preceding and the following in the national urbanization strategic pattern,has become an important regional unit to participate in international competition and lead national development in the new era. On the basis of the stage summary of the development process of China's metropolitan areas,the article explains the values and missions that the metropolitan areas have in the new development environment,that is,the metropolitan area is an important carrier to realize the national spatial strategic pattern and promote new urbanization,a key breakthrough to support the dual circulation strategy and the construction of a unified national market,a superior unit to promote the reorganization of industrial chains and supply chains and collaborative innovation,and a regional alliance to build resilient development pattern and achieve collaborative governance. Finally,in view of the current situation of the development of metropolitan areas and the strategic needs of the new era,this paper puts forward some suggestions for the planning and governance of China's metropolitan areas.
