Development Strategy of Local Central Cities in Heilongjiang Province

Comparing the traditional method with the "space correlation degree-hinterland" method and combining with the urban spatial distribution of Heilongjiang Province in 2006, 2010 and 2015, this paper constructs a comprehensive evaluation index system to define the local central cities of Heilongjiang Province and propose corresponding development strategies. The results show that: Local central cities of Heilongjiang Province defined by the traditional methods are mostly concentrated in the southwest and eastern regions, and the northern regions lack local central cities, nevertheless, the "space correlation degree-hinterland" method fully considers the spatial distribution of local central cities and is more suitable for the definition of central cities in Heilongjiang Province. Finally, this paper selects Harbin, Daqing, Qiqihar, Mudanjiang, Jiamusi, Heihe, Suifenhe and Bei'an as local central cities of Heilongjiang Province. By comparing the comprehensive strength ranking of cities (counties), the comprehensive strength of Heihe and Bei'an is relatively weak among them. Although the eight local central cities have the strongest comprehensive strength in their hinterland, except for Harbin, Daqing and Qiqihar, the central position of other central cities in their hinterland is not prominent. On the whole, the local central cities of Heilongjiang Province have various city types and its existing problems are complex and diverse. Therefore, the development strategy should be adapted to local conditions. Local central cities in Heilongjiang Province should further enhance their comprehensive strength, adjust the industrial structure, enhance the service functions of the city, and promote the sustainable development of cities (counties) in Heilongjiang Province.
