The Temporal and Spatial Features of the Implementation of China's Fair Competition Review System and Local Governments' Responses

Establishing a fair competition review system to prevent excessive and improper government intervention in the market is the way to create a fair competitive business environment and promote high-quality economic development. This paper probed the temporal and spatial evolution characteristics of the performance of the local government's implementation on the fair competition review system, which was conducive to supervising and guiding the poorly performing local governments to further implement the fair competition review and promote the resource allocation in order to achieve the maximum benefit and efficiency. Based on the data of implementation of the fair competition review system from 2017 to 2020, it detected the regional differences in the performance of the fair competition review system and the impact of the implementation of the fair competition policy on economic growth. It showed that:1) The fair competition review system had made rapid and substantive progress, and achieves full coverage of the fair competition review system in September 2019. 2) The region with the best implementation performance was the Yangtze River Delta region. 3) The main indicators of economic development changes before and after the implementation of the fair competition policy in the Yangtze River Delta region, which further indicated that there is a positive correlation between the implementation of the fair competition policy and economic growth. 4) The government performance on the implementation of the fair competition policy were significantly lower at the county level. It provided helpful experience that involving six aspects: advocating competitive culture, optimizing the evaluation mechanism, strengthening the rigid constraint of the system, strengthening the law enforcement of antimonopoly and supervision, strengthening regional coordination, promoting the interconnected development. Based on the above, it puts forwards some suggestions on the improvment of the review: a unified understanding from the strategic level of regional integration, competitive advocacy led by the antimonopoly law enforcement agencies, the introduction of localized implementation rules, the establishment of a normalized retrospective evaluation mechanism, and the implementation of regional collaborative reviews to promote and improve the quality of fair competition review.
