The existing theory of regional division of labor focuses on the natural formation of regional division of labor, and is lack of a thorough study in the phenomenon of being forced division of labor. This paper puts forward the concept of compulsory division, establishes the basic framework of compulsory division, analyzes that the different influence from the government´s compulsory division on the major grain producing areas and the major grain marketing areas, and makes an empirical analysis using DID method. The result shows that the government's forced division of labor leads to the decrease of the financial income and the decrease of per capita income in the major grain producing areas. So we advise to establish a kind of interests compensation mechanism between the major grain producing areas and major grain marketing areas.
