American Export Control Policy and the Path Evolution of Chinese Technology Import in United States of America

Abstract

One of the most important features of the current U.S. export control is to strengthen the discrimination against China. This paper reviews the evolution of Chinese technology import path by using the historical method, compares the differences of technology import paths between free trade and export control, measures path spatial diversity and displacement degree of technology import using the breadth index and skewness index, and studies the impacts of U.S. export control on Chinese technology import path based on typical regulatory events, it was found that the American export control distorted the path of technology import in China from the two aspects of "complexity" and "displacement". The relevant evidences are as follows: the deregulation policy of the United States in the early 80s of last century led to Chinese technology import path shift from the original mainly dependence on Japan to widely dependence on the United States, Europe and Japan. In the late 80s, the enhancement of export control has not been able to reverse China's dependence on the United States, Japan and Europe, but has greatly promoted the diversification of Chinese technology import path. Since 2009, the United States has continuously strengthened the discriminatory policy of export control to China, which leads to a significant shift of technology import path in Chinese aerospace industry.
