Estimation and Optimization of the Allocation Efficiency of Production Factor between Marine and Inland in Coastal Provinces

This paper constructs a general equilibrium model with a three-tier structure encompassing national,provincial,and land-sea levels based on the provincial panel data from 2006 to 2019. Based on the model,the paper assesses the loss of total factor productivity (TFP) both within and among the 11 coastal provincial-level regions caused by the misallocation of the production factor of marine and inland,and analyzes the evolutionary trend of this misallocation. The results show: 1) The misallocation of production factor between marine and inland has caused the TFP loss by 2.68% in 2019. Compared with the inland economy,the inputs of marine sector in each provincial-level regions are still insufficient,especially in Tianjin, Hebei,Shandong,Shanghai,Jiangsu and Fujian,which have an input gap of over 40%. 2) The TFP loss caused by the misallocation of marine production factors among provincial-level regions is up to 6.18%,significantly higher than the misallocation of inland production factors in the same period,with a trend of worsening year by year. 3) From the input of marine production factors in various provincial-level regions,in terms of labor factors,the inputs in Liaoning,Guangxi,and Hainan are excessive,while those in Shanghai,Jiangsu and Fujian are insufficient. In terms of capital factors,the inputs in Tianjin and Liaoning have more than half of the surplus,while Shanghai,Jiangsu and Zhejiang are insufficient due to the rapid development of their own marine economy. Meanwhile,each provincial-level regions should further increase the input of production factors in the marine sector to promote the coordinated development,and accelerate the construction of land-sea coordination as part of the unified national market.
