Seeking the international tourism cooperation of Nansha islands is considered as a vital way to realize the initiative of maritime community with a shared future proposed by China,as well as facilitate more substantive discussions among countries in regard of sovereignty issues of Nansha islands and surrounding maritime space. Little attentions have been paid by previous studies of tourism cooperation to the Nansha islands,the lack of academic understandings,which to some extents,leads to the status quo of "more proposals but less practices" in the tourism development of Nansha Islands. Therefore,it is necessary to employ the hierarchical theory of cross-border tourism cooperation so as to build a hierarchical model of tourism development for disputed maritime space,and demonstrate that international cooperation is the advanced phase and the reasonable choice for the tourism development of Nansha Islands at macro or micro level. In addition,it introduces non-cooperative game theory,by performing natural game and repeated game deductions,and makes a conclusion that medium and long-term international cooperation of tourism development are optimal choice for national interest maximization in Nansha Islands. Thus,theories and suggestions for China to enhance the cooperation capability regarding the tourism development of Nansha Islands are provided.
