Clear property rights and stable land contracting relationships have always been regarded as the key to promoting rural land circulation, and confirmation of rural contracted land rights is important to ensure the stability of land contracting. Researchers and governments focus on the policy and implementation of contracted land confirmation, and its impact on the agricultural production of contracted farmers. This paper subdivides the contracted land use into three types: rural land transfer, contract arrangement and land investment, incorporates land right security, land rights, clarity of land rights and land area into the analysis framework, and explains the impact of the new round of contracted land right confirmation on the land use behavior of contracted farmers. Using the internal mechanism of behavior, the empirical analysis is carried out based on the panel data of 2017 and 2020 formed by the follow-up survey of contracted farmers in Jilin, Hebei, Hunan and Chongqing. It’s found that the theoretical mechanism of the new round of contracted land confirmation affecting the land transfer, contractual arrangement and land investment of contracted farmers is not strong. From the multi-perspective empirical analysis based on field investigation, it has not confirmed that the contracted land confirmation has significant impact on rural land rent, transfer area of rural land, new investment in agricultural machinery, and land consolidation. It is proposed to accurately grasp the basic principles of the implementation of the right confirmation policy, strengthen the publicity and interpretation of the contracted land confirmation policy, strengthen the financial support for the contracted land confirmation, provide technical support and land transfer services, remove the constraints of expanding agricultural production investment, and effectively manage the "monopoly" problem of property rights that may occur after the confirmation of land transfer, and improve the efficiency of scale economy of land transfer.
